Journalist Nick Shirley appeared before the House Judiciary Subcommittee on Crime and Federal Government Surveillance Wednesday discussing his recent investigation finding fraud at Somali-run daycares in Minneapolis, Minnesota.

Speaking at the hearing, titled, “When Public Funds Are Abused: Addressing Fraud and the Theft of Taxpayer Dollars,” Shirley discussed his recent viral investigative report that received over 100 million views and prompted the Trump administration to dig further in on fraud, waste and abuse in Minnesota and other states.
“We went to the daycares, autism centers, and healthcare providers, and to my surprise the businesses were not operating how a typical business would operate,” Shirley testified to lawmakers.

“The first daycare we went to, was in industrial building. There was no playground, no children footprints in the snow. They had all the windows blacked out. The doorbell was broken and the sign said 7am to 10PM yet there was no one to be found.”
“This daycare in 2025 had received over $1 million in CCAP funding,” Shirley described.
“This continued to be a pattern as we went to other daycare locations. One daycare in downtown Minneapolis, the ‘Quality Learing Center’ had misspelled the word ‘learning.’ Once again, no playground, one door to the daycare and the door window was blacked out. They had received $1.9 million in CCAP funding.”
“I made this video to document the widespread fraud that has been happening in the state of
Minnesota. Fraud is fraud and we the people work way too hard for our hard-earned tax dollars
to go towards fraudsters,” Shirley concluded.
The hearing aimed to highlight “enhanced investigation, enforcement, and prosecution to ensure offenders are held accountable,” according to the committee.
