The entire population of Gaza will be relocated, with the enclave turned into a trusteeship administered by the US while it is rebuilt, according to plans seen by The Washington Post.

The Post claims to have seen a “38-page prospectus” outlining plans for Gaza’s population of two million people.

Under the plans, the Gazans will be subject to “voluntary” relocation either to other countries or into “restricted, secured zones inside the enclave” while it is rebuilt.

Says The Post: “Those who own land would be offered a digital token by the trust in exchange for rights to redevelop their property, to be used to finance a new life elsewhere or eventually redeemed for an apartment in one of six to eight new ‘AI-powered,smart cities’ to be built in Gaza. Each Palestinian who chooses to leave would be given a $5,000 cash payment and subsidies to cover four years of rent elsewhere, as well as a year of food.

“The plan estimates that every individual departure from Gaza would save the trust $23,000, compared with the cost of temporary housing and what it calls ‘life support’ services in the secure zones for those who stay.”

The proposal was is called the Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust, and was developed by a group of Israelis who created the Gaza Humanitarian Foundation, which is now distributing food and aid in the enclave. Financial planning was conducted by a team working for the Boston Consulting Group.

The proposal would not require US funding, but would instead by financed by public and private-sector investment. Calculations suggest a $400 billion return on an initial $100 billion investment after 10 years.

On Wednesday, President Trump held a meeting at the White House to discuss bringing the Israel-Hamas conflict to an end.

Participants included Secretary of State Marco Rubio; special presidential envoy Steve Witkoff; former British prime minister Tony Blair; and Trump’s son-in-law Jared Kushner, who handled most of the president’s first-term initiatives on the Middle East.

“I believe [Trump] is going to have a bold decision” when the fighting ends, said one person familiar with the ongoing deliberations.

“There are multiple different variations where the U.S. government could go, depending… on what happens.”

Israel has been preparing to relocate the population of Gaza since the beginning of August, as it prepares a new offensive to take control of the remaining 25% of the enclave.

The conflict began after Hamas launched cross-border raids that killed 1,200 Israelis and led to 251 hostages being taken. Israel’s subsequent assault on Gaza is reckoned to have claimed over 60,000 lives, displaced most of the enclave’s population of over 2 million and left much of it in ruins.

July’s negotiations to achieve a ceasefire and hostage release amounted to nothing. Egypt and Qatar, which acted as mediators in the talks, are trying to bring both parties back to the table.

President Trump has been an enthusiastic advocate of reconstructing the entire Gaza Strip and turning it into “the Riviera of the Middle East.”

“I looked at a picture of Gaza, it’s like a massive demolition site,” Trump told reporters while signing a Executive Orders in the Oval Office two days after his inauguration.

“It’s got to be rebuilt in a different way.”

Gaza, he said, was “a phenomenal location … on the sea, the best weather. Everything’s good. Some beautiful things can be done with it.”

Two weeks later, at a White House news conference with Netanyahu, Trump said “the United States will take over the Gaza Strip.”

“I’ve studied this very closely over a lot of months, and I’ve seen it from every different angle. I don’t want to be cute. I don’t want to be a wise guy. But the Riviera of the Middle East, this could be something that could be so magnificent.”
