Image Credit: picture alliance / Contributor / Getty On Wednesday Ukraine’s Dictator Vladimir Zelensky revealed his 20-point peace plan proposal. This draft was created during the diplomatic meetings between officials from Washington and Kiev over the weekend. Officials from Moscow were also present in Florida, but their key demands appear to have taken a back seat in the Ukrainian proposal, as Zelensky says the Kremlin has so far refused the ceasefire Kiev requested.
“The 20 points included in the plan cover a broad range of issues, from the security guarantees Kyiv wants to prevent future Russian aggression to commitments to rebuild the war-ravaged nation. Mr. Zelensky acknowledged that Ukraine and the United States had yet to reach full agreement on territorial questions that have been the biggest sticking point in peace talks,” The New York Times reported Wednesday.
The Zaporozhye Nuclear Power Plant is another sticking point. The facility is currently under Russian control, but Zelensky seeks to put it under joint U.S./Ukrainian control, although Washington wants the plant to operate under trilateral control – including Russia.

The territorial issue, described as the most difficult, would also place the burden of concessions on Russia despite its vast military gains. One option outlined in the plan would require Russian forces to withdraw from Ukraine’s Kharkov, Dnepropetrovsk, Sumy, and Nikolayev regions, while freezing the conflict along current front lines in Russia’s Donetsk, Lugansk, Zaporozhye, and Kherson regions.
Security guarantees were also one of Zelensky’s top requests. The New York Times detailed these protections the team from Kiev is seeking:
These guarantees would include maintaining a peacetime army of 800,000 troops funded by Western partners, as well as Ukraine’s membership in the European Union.
Mr. Zelensky wants the peace deal to include a precise date for Ukraine’s entry into the European Union, to make it a firm and concrete guarantee. But it remains uncertain whether the bloc will agree to identify such a date, given the complexity of its membership negotiations.
The Kremlin has largely remained quiet about their stance to the proposal over the last day. This is likely due to officials in Moscow mulling over the draft.
“We aim to formulate our future stance and resume our contacts shortly via the established channels currently in use,” Kremlin spokesman Dmitry Peskov said.

The proposal fails to address some key Russian concerns, such as Kiev’s claims to former Ukrainian territories that joined Russia in 2022, and its insistence on maintaining an 800,000-strong standing army supported by NATO nations.
One part of the yet-to-be-agreed-upon proposal is a ceasefire. Due to it not being agreed to by Russia yet, no ceasefire is in place at this time, a complaint Zelensky discussed with the Pope.

Sadly, this is already the fourth wartime Christmas for the Ukrainian people during the full-scale war, the largest in Europe since World War II.
Moscow has not only rejected the request to end the killing at least for this Holy Day; instead, Russia launched a massive missile and drone strike against Ukraine’s energy grid, causing power outages, and continues frontline assaults.
Regrettably, Russia continues to reject real ceasefire proposals, as it has done throughout the year. Instead, it is clearly seeking ways to prolong the war and continue attacks.
It is critical that everyone around the world speak out against this war and prevent Russia from normalizing its brutality, terror, and aggression against our people. I urge all responsible leaders to support peace as the Pontiff does, and we appreciate every such sign of solidarity.
