An audit in Minnesota this week found massive mismanagement of taxpayer funds in the state’s Department of Human Services, with grants worth hundreds of millions being issued without proper vetting, while DHS workers fabricated documents to cover up the failures.
Minneapolis NBC affiliate KARE 11 detailed the legislative auditor’s findings this week, reporting that the state’s Behavioral Health Administration issued grants worth hundreds of millions to contractors without proper checks and zero competitive bidding, that a DHS manager approved a grant before leaving the agency – then went to work as a paid consultant for the same company that received the grant, and that DHS managers backdated or altered documents to make it appear as though proper procedures were followed.
“Frankly, in the 27+ years I’ve been with OLA [Office of the Legislative Auditor], I have never seen this before,” said auditor Judy Randall during a hearing. “I will say we have had suspicions periodically, but we have never been able to prove it, to document it, and we did in this case, and it’s very troubling.”
The auditor’s findings of massive waste and abuse come as Minnesota is embroiled in controversy over a billion-dollar fraud scandal, in which a Somali network fraudulently obtained taxpayer funds from federal programs intended to feed children, help autistic kids and aid those in need.
